Should agents create orders in NetSuite?

Sometimes, and only with a clear rule. A reorder for an existing customer on standing terms is reasonable. Anything involving pricing, credit or a new account should be captured in the conversation and completed by the team who owns it, because a bad record in the ERP is expensive to unwind.

How do we avoid slowing NetSuite down?

Look up on demand rather than syncing everything, cache what will not change during a conversation, and key on the internal ID. NetSuite governance limits are real, and an integration that queries on every message will hit them at the worst possible moment.
