Can agents turn a flag on for one customer?

Better not. A flag change affects a segment, not a person, and it is a release decision. What helps is the agent knowing the current variation and being able to ask engineering for a targeted rule with the customer ID attached. LaunchDarkly keeps the audit trail for that.

What identifier does the lookup need?

The same key your application sends to LaunchDarkly when it evaluates a flag: usually a user ID, sometimes an account or an email. If Tidio holds a different identifier you will need a mapping, otherwise the evaluation you show belongs to somebody else.
