Who should be able to create a work order?

Decide that before you connect anything. A requestor submission from a tenant or an employee is fine, and MaintainX has a request flow for exactly that. Letting any chat create a full work order with a priority is how a maintenance queue fills up with duplicates.

How much detail should the chat collect?

Enough that a technician can act without calling back: which asset, where it is, what it is doing, and whether it is safe. A short set of questions in the conversation produces a better MaintainX work order than a paragraph of free text.
