Business users can raise a request, and Panaya is built to receive them. What should not happen is a chat creating change requests without a named owner and a reason, because a change backlog full of vague items is how a release slips.

Should defects be logged from a conversation?

Yes, with the detail a tester would need: transaction, steps, what happened. A defect logged in Panaya from the conversation where it was described beats one written from memory two hours later by somebody who was not there.
